ESF Information Memo 10/22 - Section 75 monitoring

This memo provides guidance to project promoters around Section 75 monitoring.

Departmental role

During Call 3 the department will continue to be required to monitor and review the Section 75 composition of ESF project participants to inform future policy development and to ensure programmes are meeting their requirements under Section 75 of the NI Act 1998.

Online survey

A new online participant survey for Call 3 which will be used to carry out this monitoring can be found at:

You should provide a copy of this link to all Call 3 participants (including those who participated under Call 2 and are transferring across to Call 3) and encourage them to complete the survey. The survey requires the participant to record the Investment Priority (IP) they are participating under and projects should provide this with the link. Please also assure participants that no personal identification information will be requested or collected and that the survey should take no more than 5 minutes to complete.

ESIF database

The ESIF database provides a tick box option in the Project Participant Details section asking projects to confirm that they have provided the participant with a link to the Section 75 survey. Managing Authority will use this information to monitor the compliance by projects in providing this link to participants.

Please note the current Call 2 Section 75 survey will close in early April.
